Rudolf Giffinger, is a renowned expert in urban development and professor at the Department of Spatial Development, Infrastructure and Environmental Planning at the Technische Universität Wien, Vienna, Austria. His research focuses mainly on intra-urban development, urban decay, metropolitan segregation/integration, as well as urban and metropolitan competitiveness of cities and their growth and future strategies. Giffinger defines smart cities in terms of six criteria: economy, mobility, environment, administration, way of life and also their habitants. They can also be distinguished because they are the six main sectors in which governments and private companies exploit the business of data and services with their smart solutions on a daily basis.

The leverage for a breakthrough towards true smart cities is the effort of large entities to provide open and transparent information to their inhabitants. In many of these cases, local governments provide access to relevant economic data: employability, investments, economic results of public companies, government contracts... And in almost all of them, this information can be processed by third parties through the use of open APIs.
